By the light of Ip-Pakshan's statement and the evidence corroborative thereof, the Council after due consideration was guided to the unanimous decision that Mr Osmund had failed to exculpate himself to its satisfaction from the charges preferred against him, and I entirely concur. As regards the question of the punishment that should be awarded, the Council was not unanimous. It was clearly recognized by all the members that the retention of an officer of unreliable character in the Public Service, and especially in a position which afforded facilities...
